The Cliche Commission was formed in 1974 to investigate violence and corruption in Québec's unions. It was named after its chairman, Robert Cliche, a Québec judge and former leader of the provincial NDP. Guy Chevrette, the leader of the university professors' union and Parti Québécois supporter and Brian Mulroney were the other two members of the commission. In public hearings, the commission and its team of investigators, which included Lucien Bouchard, heard stories of intimidation, beatings, rigged votes, and Mafia penetration of the unions. Robert Bourassa, Québec premier, accepted the Commission's final report, delivered in 1975, and implemented all of its major recommendations.
